If a piece of a message (or packet) is lost during transmission, then the receiver transmits a request for the piece to be resent.
Routers reserve the right to drop packets when network traffic is excessive. Packets are then requested to be resent, at which point they could be dropped again if network load is too high. This is called a Brown-out.
